A slab that cracks, heaves, or sweats almost never failed because of the concrete on top. It failed because of what was, or wasn't, underneath it: no real subbase, no vapor barrier, no control joints, and the wrong mix for our climate. We pour garage, shop, shed, and basement slabs the way they're supposed to go in, over a compacted gravel subbase with a vapor barrier, reinforced with rebar or mesh, and saw-cut with control joints so the slab cracks where we tell it to instead of wherever it wants.
The vapor barrier matters more here than almost anywhere. A lot of Bellingham's older slabs were poured straight on dirt with nothing between the ground and the concrete, so they wick moisture up all winter and you get a garage floor that's always damp.
